About
A professional optimist, which in this line of work it is less a personality trait than a competitive advantage.
VUKASIN PETROVIĆ
I started on the front lines as a student activist, then went on to hold senior positions at global organizations, including Freedom House and FHI 360. Over the past 25 years, I have worked across continents at the intersection of democracy, human rights, technology, and media.
From grassroots movements and frontline civil society to major governments and international institutions, I’ve worked with them all: failing enough to stay modest, and succeeding often enough to stay hopeful.
The thrill of staying hopeful.

02 · TRACK RECORD
My finest work yet.
My recent work spans a dynamic range of strategic initiatives designed to navigate today’s most pressing geopolitical challenges.
On the democratic resilience front, I developed pre- and post-election strategies that prepared leadership teams for fraught political transitions, alongside targeted strategies to counter restrictive foreign agent laws and authoritarian narratives.
To address acute crises, I designed strategic responses that stress-tested emergency assistance programs for civil society and media, countered authoritarian narratives, developed coordinated action to mitigate the effects of media and internet censorship, and mapped tactical pathways for operating in countries amid political and armed conflict.
Beyond immediate crisis response, I guided long-term organizational strategy development for civil society networks and institutional donors, and used strategic foresight to explore policy options for emerging issues like EU digital sovereignty and the future of funding for international development. Across every engagement, the focus remained constant: moving beyond static reports to build adaptable, battle-tested strategies that defend democratic space.
Detailed methodologies and case studies from past engagements are available on request.
03 · THE APPROACH
Closing the gap between planning and reality.
The goal isn’t to predict which future will arrive. It’s to build the capacity to recognize shifts early and respond strategically. That means moving beyond static analysis toward dynamic decision-making. When you work with me you don’t just receive briefs. We test decisions, explore trade-offs, and build muscle memory for uncertain times through scenario analysis, strategic simulations, and quantitative stress testing.
Proactive capacity
Shifting from firefighting to forward positioning: identifying opportunities before they close and threats before they metastasize.
Stronger institutions
Helping organizations and systems build decision-making structures that function under pressure, not just in stable conditions.
Opportunity under uncertainty
Finding strategic openings even in hostile environments. Where others see only constraints, resilient actors identify openings.
THE REFRAME
You don’t need to predict the future. You need to create the strategic openings that define it.
04 · WHAT PARTNERS REPORT
Beyond any single strategy, three outcomes keep repeating.
01
Realistic, flexible plans
When events unfold, teams recognize the patterns their scenario work anticipated. Instead of scrambling, they activate prepared responses; shaping events as they develop rather than reacting after the fact.
02
Sharper strategic thinking
Engaging with scenarios that mirror how real complexity builds a deeper understanding of how systems work and how different actors interact, seeing beyond immediate concerns to broader dynamics.
03
Comfort with uncertainty
Rather than freezing when faced with unpredictable threats, teams build the capacity to navigate ambiguity, creating shared understanding across coalitions and aligning decision-making around adaptive strategies.
